These three letters hardly tell you much. And they should. Especially if not so long ago you became a happy owner land plot in Kyiv or region If you mistakenly thought that the hardest part is over and that after choosing and inspection of the site you have nothing more to fear, then... it's not like that at all. In fact, your journey to your dream home hasn't even begun yet. In order to lay the first brick in the foundation of the family hearth, you must know where and how it can be attached. And if you are already somewhat familiar with the practical side of things thanks to the material about topographic survey, then you have yet to familiarize yourself with the regulatory framework of the project.
Building regulations: what and why
Building norms and rules, which are also affectionately called SNiPs, are normative acts that focus on economic, legal and technical aspects related to the construction of new buildings. This series of rules is established by representatives of the executive power so that the comfort of some citizens does not become the discomfort of others. Well, and for the building itself to be reliable and durable, of course. State building regulations apply not only to individual private plots with theoretical estates, but also to entire neighborhoods, towns, and cities. Knowledge of SNiPs and DBN will come in handy in the following situations:
- to develop a construction plan on a clearly defined territory;
- for private or public construction and urban planning, during which new architecture and its elements appear;
- to draw up relevant documentation properly taking into account the requirements of valid legislation.
The Ministry of Community Development, Territories and Infrastructure of Ukraine is responsible for introducing new norms and canceling outdated ones. Before starting construction, it is necessary to familiarize yourself with the existing regulations. Do not neglect DBN, because without following these technical documents with clear requirements for structures, you will not be able to build a home for your family. And if you do this, then you will cause your relatives a lot of problems with re-registration of documents in the future.
Why you should not neglect DBN
State building regulations are not just a whim of authorized persons, but a general necessity for everyone who dares to make changes to the usual landscape by adding a new structure to it. The law clearly spells out the requirements that must be met during construction. They concern:
- energy saving and energy efficiency – human needs must be correlated with reasonable and conscious use of resources;
- mechanical resistance of stability - it is important to prevent deformation of materials and surfaces during their further operation;
- fire safety - fire safety rules are taken into account and evacuation plans for residents are thought out in case of critical situations;
- protection against extraneous noise and vibrations - we are talking about sound insulation both for the residents of the house and for people who are near it;
- protection of the environment and human health - materials and methods of their use should not harm the environment and residents.
Building regulations also take into account comfort and set certain limits regarding the minimum permissible size of the estate. Before building a house, pay attention to the plot itself. If its area is 5 hectares or less, the construction of residential real estate is prohibited, as such sizes are considered unacceptably small. Those stubborn people who nevertheless built housing on a tiny piece of land will face the fact that they will not be able to arrange power law. Only those persons who purchased the plot and completed construction by 2015 will be able to get out of such an unpleasant situation. For these lucky ones, there is a construction amnesty, so they will be able to legalize self-build.
Distance parameters: how and where to build
Of course, we will not prescribe a complete list of SNiPs and DBN, because no blog will be enough for this, but it will not be superfluous to dwell on the most important moment. The construction of a new structure begins with the selection of its place on the site. There are certain requirements regarding the distance to neighboring objects. We believe that it will not hurt you to know the rules for the arrangement of buildings, because thanks to them you will be able to determine whether this or that land allotment is suitable for the implementation of your plan. Pay attention to the following points:
- the distance from the house to the red building line (the conventional line for marking the boundaries of common areas) should be at least 6 meters;
- the distance from the house to the boundary of the plot should be at least 3 meters;
- the distance from the house to another house should be at least 6 meters (in some situations, the minimum threshold increases to 8 meters);
- the distance from the border of the neighboring plot to the large bushes that you plan to plant should be at least 1 meter;
- the distance from the border of the neighboring plot to the trunks of the trees that you plan to plant should be at least 4 meters (in some circumstances, the minimum figure increases to 6 meters, because it also depends on the volume of the tree crown).
We have to agree that DBN to some extent limit the possibilities, but they do it only with good motives.
