What is better to buy - an apartment in a new building or on the secondary market?

31.08.2025

There are short-term trends that appear in response to market and economic changes. And there are informal traditions that have existed for years. The housing market in Ukraine today is forming new conditions for buyers and investors, invariably leaving the question of choice relevant - the primary or secondary real estate market is more profitable. On the one hand, there is a segment of new buildings with modern design solutions, increased energy efficiency standards and the prospect of increasing value after the building is put into operation. On the other hand, there is a secondary housing market with the possibility of quick settlement, proven infrastructure and significantly fewer variables and risks.

Of course, the current situation is greatly influenced by state mortgage lending programs, regulatory requirements for developers, and, of course, military operations. In these conditions, the choice is not limited to the price per square meter, because it is necessary to take into account the liquidity of the object, the costs of its maintenance, etc. Our experts analyzed the strengths and weaknesses of the modern real estate market in Ukraine and determined when and why it is worth giving preference.

What is the primary real estate market?

The primary real estate market covers housing that is being sold for the first time. These are apartments in new buildings that are at various stages of construction, or objects that have just been put into operation. The buyer becomes the first owner by concluding an agreement directly with the developer or his official representative. This can be housing at the excavation stage with minimal cost, objects in the final stages with an optimal balance of risks and price, as well as apartments in ready-made houses, where you can move in immediately after purchase.

The demand for such real estate is explained by a number of advantages. New houses are designed taking into account modern standards: thoughtful layouts, energy-efficient materials, underground parking, landscaping and developed public spaces - all this fits perfectly into the concept of modern housing. An additional plus is the opportunity to purchase an apartment in the early stages of construction at a lower price than after the building is put into operation. For investors, this opens up the prospect of resale with profit. At the same time, this segment also has disadvantages. In particular, the main risk is construction delays, and sometimes even its freezing. In addition, apartments are mostly sold without renovation, which requires additional investments in the future.

Another argument in favor of the primary real estate market is the availability of mortgages. Banks are more willing to lend money to purchase new buildings, especially from reliable developers. State programs, in particular "eOselya", allow young families, military personnel and other categories of citizens to receive financing at preferential interest rates. And this certainly makes new buildings a more attractive, and sometimes even more affordable option in 2025.

What is the secondary real estate market?

In contrast to the primary market, the secondary real estate market is housing that already has an owner and is being resold. It can be both old Khrushchevs or panel houses, and relatively new complexes where apartments were purchased several years ago. The main difference of this segment is the presence of a history of the object and legally registered ownership rights, which allows you to immediately receive a full package of documents.

The demand for second-hand properties remains due to a number of advantages, including the ability to move in quickly. Buying an apartment in this format allows you to get housing with ready-made repairs, which reduces initial costs. In addition, most apartments are located in areas with an already developed infrastructure: schools, transport, shops and medical facilities are already available. At the same time, the old housing stock may require major repairs or reconstruction. The layout in Khrushchev or panel houses does not always meet modern requirements for comfort, so redevelopment or renovation can take a significant hit on the budget. In addition, legal checks on the secondary market are of particular importance, as there is a risk of hidden debts or disputes between former owners.

PriceAt the excavation stage it is lower; after commissioning it increases by 20–30%. The average cost of a square meter in new buildings in Kyiv today is ~ $1/m².It depends on the area and the condition of the property. In the center it can be even more expensive than the first floor on the outskirts. However, the average price varies between $1–050/m².

InfrastructureIn new areas it is formed gradually; sometimes it is absent at the start.It is mostly already formed: transportation, schools, kindergartens, medical facilities.

What is more profitable to buy?

The choice between the primary and secondary real estate markets always depends on the ultimate goal. Some buyers view housing as an investment tool, others as a living space. In each case, priorities will be different.

For investment

When it comes to resale, the primary market traditionally has an advantage. Buying at the excavation or construction stage allows you to enter the project at a minimum price. After the building is put into operation, the cost per square meter increases by 20–30%. For those considering renting, the situation is not so ambiguous. New buildings attract tenants with modern layouts and new living conditions, but require investment in renovation. The secondary housing market in this context looks more flexible: apartments are often ready for rental, which allows you to receive income immediately after purchase.

For personal use

The buyer’s lifestyle and priorities are key here. If you need to move in immediately, the secondary market is the obvious choice. If budget is a deciding factor, then a primary home in the early stages may be a better option in terms of cost per square meter, but you need to consider future renovation costs.

Yes, the primary real estate market is best suited for those who are willing to wait and invest in the future. After all, it is modern planning, energy efficiency and a favorable price at the early stages, but such investments require patience. The secondary real estate segment remains a solution for those who want to quickly get ready-made housing in an area with well-established infrastructure. Here it is easier to assess the real condition of an apartment and house, but often you have to put up with outdated planning or higher maintenance costs. Ultimately, the choice comes down to the buyer's priorities: an investment in new buildings with the potential for price growth or a practical solution for quick settlement.

What to check when buying

When purchasing a home, regardless of whether it is the primary or secondary market, it is worth acting according to a clear algorithm. The reliability of the seller and the condition of the property directly affect the security of the investment. Our experts have prepared a step-by-step plan with which you can avoid problems when buying real estate.

Primary market:

  • check the developer's documents: building permit, urban planning conditions, etc.;
  • check the company's reputation: previous projects, compliance with deadlines, customer reviews;
  • analyze the construction stage and financial risks (pit, active construction, completion);
  • to find out the conditions for putting the house into operation and transferring ownership rights;
  • examine the area's infrastructure plans and the prospect of value growth.

Secondary market:

  • check the title documents for the apartment: purchase and sale agreement, certificate of ownership or extract from the Land Registry;
  • make sure there are no debts for utility services;
  • check whether there are any registered persons in the apartment (especially minors);
  • assess the technical condition of the home: communications, roof, elevators, general condition of the house;
  • the level of development of the district's infrastructure.

In any case, it is advisable to involve a lawyer or real estate expert who specializes in document verification. This will minimize risks and help avoid mistakes that can cost much more than the transaction itself. This approach is important not only when buying a home. Buying commercial real estate also requires a thorough check of documents, the legal status of the object, and its technical condition.

Visnovok

The purpose of the purchase remains the main factor in choosing between the primary and secondary real estate markets. The primary market attracts with modern layouts, energy-efficient solutions and the potential for early value growth, while the secondary market can be a guarantee of quick occupancy and lower costs.

To make a profitable and safe decision, you should follow three simple rules:

  1. Evaluate housing based on your goal - for investment, it is more appropriate to consider a primary residence in the initial stages of construction, for personal residence - a secondary residence with a completed renovation or a new building in areas with developed infrastructure;
  2. Checking the legal purity and documents of the object, regardless of the segment, minimizes risks and secures the deal.
  3. Consider your financial plan—whether mortgage options are available, budget for repairs, and consider long-term maintenance costs.

Following these principles will allow you to make the best choice, getting both a profitable property for further earnings and a cozy home where you will definitely want to return after a working day!
