New e-Residence rules in 2026

21.07.2026

e-Housing in 2026 is a state program. Thanks to this support, certain categories of citizens of Ukraine can purchase housing. They are provided with preferential conditions. Among all financial instruments for the purchase of real estate, the lowest annual interest rates stand out - 3% or 7%. From July 17, 2026, the Cabinet of Ministers' Resolution No. 794 will come into force, which is designed to simplify the mechanism for purchasing an apartment or a private house, as well as expand the list of citizens eligible for benefits.

Our experts reviewed the new document, media explanations, and analyzed what changes to e-Housing will affect borrowers, whether there will be exceptions for participants. We also examined the reasons why changes were made to certain points of the program.

What will change in the eOselya program?

Resolution of the Cabinet of Ministers of Ukraine No. 794 was published on June 16, 2026. At the same time, it comes into force a month after its publication - July 16, 2026. To consider the changes introduced in e-Settlement, we will rely on the official document at the link https://zakon.rada.gov.ua/laws/show/794-2026-%D0%BF#Text.

New standards for housing area

According to the terms of the housing loan program, until July 16, 2026, the standard area for an apartment is 52,5 square meters, and for a private house - 62,5. One person or a family of two could apply for housing (an additional 21 square meters was also provided for each new family member).

What do the standards look like now? Let's start with apartments:

  • 52,5 square meters – for one person;
  • 73,5 square meters – for a family of 2-3 people.

With a fourth family member, another 21 square meters are available. The maximum area remains the same – 115,5.

One person can come to the booths, the area of which is 62,5 square meters. For a family of two or three people, the norm increases to 83,5 + 21 square meters for the fourth person. The permissible area is 125,5 "meters".

Who can now get a loan at 3%?

Previously, the following could qualify for an interest rate of 3%:

  • military and security forces;
  • medical workers;
  • scientists;
  • educators - teachers, lecturers, educators.

Resolution No. 794 expands the list of beneficiaries. With it, participants in hostilities, people with disabilities as a result of the war, war veterans, family members of fallen or deceased veterans, as well as prosecutors at all levels will receive housing loans at 3 percent per annum.

Interest rate change after 10 years

For participants in the state housing program who initially received a 3% interest rate for the purchase of an apartment or private house, the interest rate will increase to 6% per annum in the eleventh year of the mortgage agreement. Accordingly, for a beneficiary with a 7% annual interest rate, after 10 years it will increase to 10%.

Transitional rules for reservists

The new housing rules, stipulated in the Cabinet of Ministers Resolution No. 794, now apply to reservists who are subject to conscription during a special period. This also applies to their family members. Like other beneficiaries, they can take out a mortgage loan with a rate of 3% per annum. Similarly, after ten years, the annual rate increases to 6%.

How will family composition be determined?

Before the adoption of the resolution, only minor children were taken into account (i.e., at the time of concluding the mortgage agreement, they were under 18 years old). From July 17, 2026, everything is different: the age limit for them was raised to 21, which expands the possibilities for purchasing real estate with eOsela.

What housing is taken into account when assessing eligibility?

The future borrower is allowed to own housing, in particular. The category includes:

  • apartments;
  • private homes;
  • townhouses;
  • other options.

What are the conditions required for a house - compliance with the accepted limits on area: there are certain standards for apartments, similarly for houses. The area must be less than the previously specified indicators.

This does not take into account real estate located in temporarily occupied territories; or they are located in controlled regions, but are damaged or completely destroyed.

Automatic document verification

A minimum of documents is now required from the participant of the 2026 housing project. Data monitoring will be carried out through the "Diya" portal. What does this look like in practice:

  • integration with state registers (this is where a check is made for the presence of other real estate, family composition, etc.);
  • verification of the status of a "privilege recipient" - the system will issue a decision on who will be able to use a 3% or 7% home mortgage; in this case, it is not necessary to obtain a certificate from the place of work: the borrower will be checked through databases;
  • income verification – all necessary information is collected from the registers of the State Tax Service and the Pension Fund.

Integration with registers is good because it eliminates the human factor. The probability of making a mistake is extremely small. All procedures take little time. In addition, program participants do not have to collect a lot of papers.

Housing voucher and "eOselya"

To purchase an apartment or a private house, you can use housing vouchers that were issued under the "eRecovery" program. The certificate is used as a down payment. After the entry into force of Resolution No. 794, the e-housing option is available for IDPs, as well as for combatants and people with disabilities as a result of the war.

Suretyship and property pledge

According to Resolution No. 794 of the Cabinet of Ministers of Ukraine, the new conditions of e-Housing also affected the suretyship and property pledge. The mechanisms have been improved. What does it look like:

  • housing - it serves as collateral for a mortgage loan for a house, and in any real estate market, be it the secondary market or new construction;
  • suretyship – the guarantors are the borrower's family members (if the official income of the future owner does not meet the requirements).

The state mortgage of a house minimizes potential risks for banks. In addition, it provides reliable protection of the rights of program participants.

Rate change in case of loss of preferential status

If the borrower resigns from his job, he loses the 3% rate: this rate increases to 7%. At the same time, contracts that were concluded before 07/17/2026 remain unchanged.

It may be the case that a medical or teaching employee resigns from a municipal institution and moves to work in a private institution. In this case, the interest rate also increases. However, if the specialist returns to a public school, for example, or a hospital, the rate returns to the previous level.

The interest rate increases if the potential owner of an apartment or private house no longer meets all the requirements of the "home" program. It increases to 11%.

The exception is veterans. Their status is checked at the very beginning of the loan application, and the rate remains the same throughout the period specified in the mortgage agreement.

Why did the government update the program rules?

Resolution 794 adopted by the Cabinet of Ministers of Ukraine maximally simplified the mechanism for purchasing apartments or private houses at a low interest rate. The main goals were defined as:

  • elimination of speculation in the purchase of real estate;
  • adaptation to current economic conditions;
  • expanding opportunities for families with children.

In addition, updating your home helps support the real estate market.

How will the changes affect obtaining a mortgage under the e-Housing program?

Today, changes in housing conditions can be called quite practical. It should be noted that borrowers now have a wider choice of real estate. In particular, Resolution No. 794 of the Cabinet of Ministers will help families with children (even if they are already adults) find housing. In any case, these are additional square meters, and they will not be superfluous.

Of course, updating the eosel program will save time. Since services and databases are integrated with each other, borrowers will not have to spend hours and days collecting documents and visiting different instances. All tools are concentrated in one place.

Property remaining in temporarily occupied territories is not taken into account. Internally displaced persons can choose an apartment or house in any region controlled by Kyiv.

A huge advantage is that now eRenewal certificates can be used to repay the first installment. This measure significantly reduces the financial burden on the potential borrower.

It is also worth considering additional aspects, in particular, simplifying the process of buying an apartment in the primary market, since more development companies will be able to participate in the state program. If someone wants to buy a private house in a quiet area - nothing complicated. Potential borrowers are given access to housing in district centers or villages.

Visnovok

The state program "eOselya" provides Ukrainians with an affordable interest rate and generally favorable conditions for purchasing their own home. With the adoption of Resolution No. 794 of the Cabinet of Ministers, the procedure should be much simpler, as bureaucracy has been reduced to practically zero. The processing time is reduced due to the automation of processes. In addition, citizens have many more options among apartments (not necessarily the secondary market) and private houses; additional tools are available, for example, certificates under another program - "eReconstruction".

Of course, more people will be able to buy an apartmentThis is not only about expanding the categories of beneficiaries, but also reviewing the verification of family composition.

To apply for a home mortgage, the following conditions must be met: the appropriate category (listed earlier), official income, and citizenship of Ukraine.

When do the new eOsela rules come into effect?

Resolution No. 794, adopted on June 17, 2026, enters into force on July 17, 2026.

Do the changes apply to those who already use the eOselya program?

No, the changes apply to those who have not yet participated in the program. All contracts concluded before July 17, 2026, remain with the previously prescribed terms.

Will the new rules affect those who have already applied for e-Housing?

You should focus on the status of the application: if it was still under consideration as of July 17, 2026, the terms and conditions and obligations will be in effect according to the adopted changes. The only exception here is reservists: their contracts must be signed between January 11, 2026 and July 17, 2026.

Can the program rules change in the future?

Yes, because the Cabinet of Ministers of Ukraine constantly analyzes the budget for financing the program, the economic situation in the country, and the state of the real estate market.
